The Charlottetown Accord was a proposed set of constitutional amendments to the Canadian Constitution that was negotiated in 1992 by the federal and provincial governments. The proposed amendments were aimed at addressing concerns about Quebec's place within the Canadian federation, as well as issues related to Indigenous self-government, the division of powers between the federal and provincial governments, and democratic reform.
The Charlottetown Accord was put to a national referendum on October 26, 1992. The referendum asked Canadians whether they supported the proposed amendments to the Constitution. The results of the referendum were as follows:
Overall, the Charlottetown Accord was rejected by 54.4% of Canadians who voted, compared to 45.6% who supported it.
The Accord was rejected by a majority of voters in all ten provinces, although the margin of defeat varied widely.
Quebec was the only province where a majority of voters supported the Accord, with 57.9% voting in favour.
The highest level of support for the Accord outside of Quebec was in Newfoundland and Labrador, where 44.5% of voters supported it.
The results of the Charlottetown referendum were seen as a significant setback for efforts to reform the Canadian Constitution. The failure of the Accord led to increased tensions between the federal government and Quebec, as well as within the federal government itself. It also demonstrated the difficulty of achieving consensus on constitutional issues in a country with such diverse regional and linguistic identities.
